The Special Federal Republic of Achtklan is a huge, economically powerful, socially progressive country, ruled by Chancellor Hugo with a fair hand, remarkable for its sprawling nuclear power plants, renowned for its complete lack of prisons, remarkable for its compulsory military service, renowned for its complete absence of social welfare, and notable for its keen interest in outer space. Its hard-nosed, hard-working, intelligent population of 996 million are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which. The tiny, pro-business government concentrates mainly on Education, although Defence and Commerce are secondary priorities. It meets every day to discuss matters of state in the capital city of Alleklannenburg. Citizens pay a flat income tax of 6%. A powerhouse of a private sector is dominated by the Tourism industry. Crime is moderate, probably because of the country's utter lack of prisons. Achtklan's national animal is the llama, which teeters on the brink of extinction due to widespread deforestation, and its currency is the wit.
Because of the unique structure of government in place, Achtklan is technically not one country, but eight nations united under one government. At one time, the eight nations ("klan") were in a perpetual state of conflict. A few revolutionary leaders managed to put aside their national differences to create a united government with the interest of maintaining peaceful relations among all of the nations and promoting international growth and development. This emphasis has led to the cultivation and development of the Alleklannen Confederation, which consists of Achtklan and a loosely-tied group of similarly-aligned nations in distant lands.

Geography

It is difficult to determine the absolute geography of Achtklan, since through the mystery of spacetime-dilation, neither space nor time exist in the same format as it does in the rest of reality. The environs of Achtklan occupy the region that once formed Sofnikos Anaxaux, and even though time-dilation appears to have brought back Sofnikos Anaxaux into existence, the two countries do not occupy the same space. Consequently, the landscape appears much different from that found in the former country of Sofnikos Anaxaux. Moreover, the geography of Achtklan is difficult to describe because the dimensions of its territory are in constant flux. In general, geography is best described in terms of landmarks and immutable features, such as lakes, mountains, and buildings.

The Federal Government of Achtklan assumes full authority over all nations in Achtklan, particularly in international and intranational affairs. While defense is the responsibility for each nation, the Federal Government holds superficial authority over all of them, and hosts a substantial Alleklannen armed force in the free city of Alleklannenburg. Additionally, citizenship is defined by the Federal Government, although this question is often subverted since all citizens must be a member of one of the eight nations. In any event, the Federal Government guarantees a minimum protection of civil rights to all persons under the law, whether they are extraterritorial citizens or foreign residents; national law cannot transgress the minimum requirements for civil protection and the guarantee of civil liberties. The Federal Government also provides a common currency exchange (the "wit"), although the individual nations may possess their own currency. Trade among the nations is guaranteed free of tariffs, and any member of the nations may work in any nation in Achtklan. Beyond these provisions, the Federal Government can do very little to intrude upon the sovereignty of the eight nations.
The Federal Government can be divided into three primary branches: a legislature composed of the Alleklannenvergadering, an executive Chancellery, and a judiciary composed of the Curia Iudicis. The Alleklannenvergadering is an open unicameral legislature that also functions as a quasi-democratic assembly. Although the voting members consist only of elected members from the eight nations, any person is permitted access to the floor and may also express their opinion officially on a matter. The Alleklannenvergadering meets in the Vergaderinghus and makes all decisions based on a simple national majority of all eight nations, with each nation having one vote; regardless of how many representatives from each nation are present, each nation collectively possesses only one vote, although this can be modified to permit voting by plurality. The elected members of the Alleklannenvergadering are eligible to serve as Prime Minister, the effective head of government. The Prime Minister, in turn, selects members of the Alleklannenvergadering to serve in his Ministry, running the executive ministries of the Federal Government. In the event of a straight tie, the Chancellery - which effectively represents the free city of Alleklannenburg - can make the pivotal tie-breaking vote. The Chancellery, beyond its duty to represent the free city, serves as the executive head of state. He is elected by the people of Achtklan through a unique vote-counting mechanism that preferentially lets residents of Alleklannenburg choose the Chancellor. In this way, the Chancellor is more representative of the policies of Alleklannenburg than the whole Federal Republic. In addition, the Chancellor also presides over ministerial meetings, with the Prime Minister serving as the primary liaison between the Alleklannenvergadering and the Chancellery. The Curia Iudicis serves as the ultimate Federal judiciary and is composed of 9 justices, one from each nation including the free city of Alleklannenburg. To become a member of the Curia, each national judiciary must elect the "greatest" judge from each nation. Nominally, the judge elected from Alleklannenburg serves as the "chief" justice, but this title is celebratory and each justice is carries an equal voice in the Curia. Like most Federal offices, the Curia deals with Federal Law and legal disputes among the nations, and the Curia is considered to have jurisprudence over Federal Law, not national law.
National Governments
The eight nations of Achtklan each have their own independent government system, complete with an independent legislature, executive office, and judiciary. Each nation is also required to send a delegation to serve in the Alleklannenvergadering, as well as a national justice representative to serve in the Curia Iudicis. The eight nations of Achtklan are as follows in order from west to east, north to south (as is represented in the Alleklannen flag): Albium, al-Insan, Chlovekia, Utu-omuntu, Werland, Romagna, Renjia, and Manusaya. Additionally, the free city of Alleklannenburg possess a number of auxiliary offices that function like a national government, although the Federal Government largely assumes legal authority in the city.
International Relations
The Special Federal Republic of Achtklan maintains international relations for all eight nations. The Foreign Ministry and all similar functions (Trade, Foreign Relations, etc) are housed in the Collegium Politiarum Extranearum, and all embassies are established in the free city of Alleklannenburg, with consulates established in those capitals of the eight nations that recognize the country. It is possible for the SFR of Achtklan to recognize a sovereign nation that an individual member nation does not recognize; it is not possible for a member nation to recognize a sovereign nation not recognized by Achtklan.
The Special Federal Republic of Achtklan is also a leading member of the Alleklannen Confederation, as the founder and the seat of power. Achtklan also engages in numerous international trade organizations, including the Nova Cambria Canal Authority.

The armed forces of Achtklan are unique in representing a total of nine military forces. The eight national armed forces are all subordinate to the Federal Armed Forces of Achtklan (FAFA), which is in turn populated by members of the eight national armed forces. The FAFA is governed by the Collegium Militum Achtklan (CMA), which in turn is governed by the War Consiglio - a nine-member committee of Federal Defense experts, headed by the Chancellor and his Minister of Defense. In practice, the Collegium manages the affairs of the FAFA, commissioning officers and coordinating assignments and deployments.

Although each nation has its own currency, the economic reality makes all other currencies obsolete; in practice, the wit is used in daily commerce and trade, and internationally is listed as the major currency of Achtklan. Achtklan is a country with a plethora of ethnicities and sentient species. Although most of these ethnicities are divided unequally in the nations, Achtklan has no active policy recognizing one race or species above any other. In practice, humans dominate all aspects of life, with a predominance of "Western" culture showing through strongly at the Federal level. The biggest challenge for Achtklan has been the maintenance of a strong unified political entity in the midst of so much diversity. Despite this, more people are considering themselves Alleklannen over their own national identity, helped by numerous Federal programs to help reconcile cultural and national differences between the peoples of Achtklan. The country continues to exhibit healthy population growth, combined with advances in medical research and healthcare service.
For a country with many cultures and traditions, it is difficult to define any singular aspect to define a "culture" of Achtklan. Nonetheless, years of cultural fusion has led to a unique merger of the Alleklannen cultures in the free city of Alleklannenburg, which may be viewed as a culture of Achtklan. Other "cultural" aspects help unify the country across all national and ethnic backgrounds.

People and Race
According to the Concordat Achtklan, any person who is a member of a nation in the Federal Republic is a citizen of Achtklan. While the Concordat makes no provision for the organization of citizenship requirements for each state, the Federal Republic has mandated that all persons be given an opportunity to claim citizenship, regardless of religion, ethnicity, gender, species, or even biological constitution (i.e. androids and cyborgs). Despite this, some national membership requirements are more stringent than others; moreover, persons who serve in the Federal Armed Forces for a minimum of 5 years automatically gain citizenship. Incidentally, denizens of Alleklannenburg cannot claim citizenship in Achtklan under Federal Law, since Alleklannenburg is a free city with no association with any member. However, citizens within the city must become titular residents (i.e. own property), which in combination with some membership requirements of some nations means that some residents have properties spanning multiple nations. As a result, this has led to the creation of an uber-rich class of citizen that is both a resident of Alleklannenburg and a member of another nation. This has become a political issue recently, as some critics have correctly noted that these individuals politically have more power, being able to elect members of the Alleklannenvergadering, while also having a more powerful vote for the federal Chancellery elections. Regardless of these political outcomes, the result is that many citizens of the nations strongly resent citizens from Alleklannenburg, who spite them with such insults as "Burgers".
Specially, the greater majority of citizens in Achtklan are human, with a minority of other sentient organisms inhabitants mostly from the Utu-omuntu nation. While Federal Law prohibits the discrimination against race or creed, the nations are largely ethnically homogenous, some more so than others. The majority population in Albium hails what is elsewhere considered "British" (i.e. English, Scottish, Welsh) or "Gaelic" (i.e. Scottish, Welsh, Irish); all of these heritages are represented in the national standard of Albium. The population in al-Insan is largely Semitic, with a majority Arab population, with minority Amharic, Maronite, and Hebrew populations dispersed among the nation. The Arab, Hebrew, and Maronite heritages are reconciled in the flag of al-Insan, which displays the Islamic crescent with the Star of David and the Maronite Cross on a green background. In Chlovekia, the majority population is Slavic, with a mixture of west, east, and south Slavic elements distributed roughly equally throughout the country. This heritage is reflected in their flag with a crowned black Byzantine eagle in a golden field. In Utu-omuntu, the chief ethnicity is Bantu, although among the nations, diversity in Utu-omuntu is the greatest. Despite this diversity, Bantu is the primary language, with Kiswahili and Kizulu acting as the primary dialects. In Werland, the heritage is largely Germanic, although a substantial Nordic population also inhabits the region; these two heritages are demonstrated with the German eagle supporting a shield featuring a Nordic lion. In Romagna, the heritage is clearly Romance, with Italian, Portuguese, and Spanish influences especially dominant. There are also some segments of the population with French and Romanian backgrounds; all of these histories are reflected in the national standard of Romagna, which is the most vibrantly colored and the most difficult to create. In Renjia, the culture is distinctly oriental, with largely Chinese, Japanese, and Korean influences. Unlike most other regions, the diversity of people in Renjia are unified by a singular written system (even in Albium, where English is the majority language, Gaelic is considered a minority language with its own unique writing system). In Manusaya, the heritage is Indo-Aryan, with a large population of Persians and Hindi; this heritage is reflected in the green and saffron background, with two Persian lions guarding a blue chakhra wheel.
In practice, there are many people in Achtklan who live as foreign residents. While they are protected under Federal law, they are not guaranteed services and privileges due to citizens of Achtklan. The primary difference between a citizen and foreign resident is the provision of social, healthcare, and educational services: foreign residents must pay to receive Federally-guaranteed services; on the converse side, foreign residents do not pay any taxes on income and are not obliged to serve in the armed forces (although those who do serve typically gain citizenship in the process). In the national territories, there is virtually no guarantee of any provision of government service. As a result, the largest population of foreign residents is in Alleklannenburg.
There is no recognized age of majority in Achtklan. All citizens must pass the Inquisitio ad Aetati Maturae to become a full adult citizen. Failure to pass this examination leads to limited rights and privileges as a citizen; furthermore, minors must be placed under the care of an adult citizen. In Federal Law, property owned by minors is held under custody of their parents/guardians until they pass the Inquisitio, and minors are limited in the kinds of licences for which they may apply. Additionally, minors arrested on suspicion of committing crimes are held until a legal guardian can release them. Nationally, minors are given different rights and privileges each according to the individual national traditions. In practice, most citizens achieve the age of majority while completing secondary education (See Education below).
Religion
Due to the great diversity of the people in Achtklan, there are many religions represented in all of the territories. To reconcile these religions, Federal Law grants the free practice of any religion, and furthermore prohibits the discrimination of any individual based on creed alone (among other things). This has encouraged the growth of evangelism among many communities, which has provoked the ire of some other, established minority communities who claim that the evangelism infringes upon their right to exist. This conflict has at times erupted into civil unrest. Moreover, while Federal Law does not permit the establishment of separation of church and state, some national entities do not respect this separation of church and state: in al-Insan, Islam is the professed religion of the land, and Chlovekia officially establishes an Orthodox Christian Church. Romagna has signed multiple concordat with the Holy See, guaranteeing the support of the Catholic faithful. Utu-omuntu is the only nation to acknowledge and fully institute a separation of church and state. The Federal Government also employs a secular government.
Education
Education in Achtklan is free for all citizens, up until the final year of secondary education. While each nation designs its own education policy, the Ministry of Education establishes a basic education requirement for all Achtklan citizens to fulfill: maths, critical and analytical thinking, and technology. There is no uniform language requirement, although most programs require proficiency English (lingua franca) and another national language to satisfy their local language requirement. Students entering secondary education are given the option to pursue a number of educational courses including vocational (focusing on technical and skills education) and academic (focusing on theory and knowledge) training. Parents who opt their children out of Federal education programs must prove that their children are actively participating in a private education program or a vocational journeyman program, an educational program that employs children in the workforce as licenced apprentices. To become an adult, children must pass the Inquisitio ad Aetati Maturae examination to prove maturity and critical thinking required to be a fully-functioning adult; citizens who do not pass this examination do not have full rights as adults, no matter how old they become. In general, most people take and pass the examination around the end of secondary education, so the completion of Inquisitio and secondary school form the rites of passage into adulthood for most Alleklannenfolk.
Although tertiary education is not free, citizens of Achtklan receive educational subsidies to pursue post-secondary education, as long as they satisfy minimum proficiency requirements.
