The Confederation of Nations is a strong, vibrant and politically active region, which traces its lineage back to 2006. The region has gone through an immense number of changes, including the arrival and departure of many notable nations.

Historic RB's of the Confederation
Constitution of the Confederation of Nations
This article hereby creates the Council of the Confederation of Nations, which consists of all World Assembly Members of the Region. The main goal of this Constitution is to ensure liberty, democracy, sovereignty, protection and justice to every World Assembly Member that resides in our great and powerful region.
RL-001
The Confederation of Nations
- The Confederation of Nations is a Parliamentary Democracy, who believes in the principles of the Democracy.
- WA Members shall be granted the freedom of equal treatment and opportunity
- WA Members are also given the right to not be discriminated against by ideology.
- WA Member nations are protected by the rights described in the Articles of the Confederation.
- Only WA Member nations are protected by the rights described in the constitution.
- No WA Member nation will be subject to a trial unless they have potentially committed a crime.
- WA Member nations are assumed innocent until proven guilty.
- No WA Member nation will have their voting rights stripped so long as they have been in the region for 5 or more days.
- WA Member nations reserve the right to organize, petition, lobby, and speak in any way they deem appropriate without fear or threat of retribution.
- Any vote, for whatever purpose within the region, shall only be open to WA Member nations.
- Any WA Member nation may submit a proposal.
- Any WA Member nation may submit a proposal or run for office.
RL-002
The Council of Confederation of Nations
- This article hereby creates the Council of the Confederation of Nations, which consists of all World Assembly Members of the Region.
- The Council of CON will vote for Prime Minister at free and direct elections.
- The Council will also vote at Resolutions Proposes and at Votes of Non-Confidence.
RL-003
Bill Proposal
- Only a WA Member nation can present a bill.
- In order for a bill to become law, it must be put through an amendment phase and a regional vote.
- To have a bill pass there will be regional vote that could last 2-4 days, depending by the proposer’s preference.
- For the bill to pass and become a law it will only be needed a simple majority of the votes (50%+1).
- Only WA Member nations that have been more than 5 days in the region will have the chance to vote for or against the bill to become a law.
RL-004
World Assembly Delegate
- The WAD must be a WA Member nation and will be the nation with the biggest number of endorsements.
- The WAD will serve until he is the nation with the biggest number of endorsements.
- The WAD will not have a term limit forced upon.
- The WAD will serve as the region’s Ceremonial Head of State.
- The WAD will serve as the region’s chief diplomat and ambassador to other regions.
- The WAD is responsible for voting in the World Assembly and representing the region’s interests in the forums.
- The WAD can only ban or eject WA Member nations under order from the Prime Minister, Regional Judge after a Straight Ban Trial or a Third Strike Trial is successful.
- The WAD can only suppress posts in the Regional Message Board if there is a quorum of 40% or more of WA member nations that are against the post.
- The WAD reserves the right to ban or eject puppet nations without a trial.
- The WAD can be a candidate for Prime Minister, Regional Judge, or be appointed a Minister.
RL-005
The Prime Minister of CON
- The Prime Minister must be a WA Member nation and must be elected by the Council of CON.
- The Prime Minister is under the Region's confidence.
- There will be no term limits for the Prime Minister.
- The PM will serve as the region’s Head of Government.
- The PM is responsible for appointing the Ministers, and has the right to dismiss him at every time.
- The PM reserves the right to resign at any moment of his/her term.
- The PM can be a candidate for WA Delegate.
- If the PM wants to be a Candidate for Regional Judge, he/she must resign if he wins.
RL-006
Succession of the Prime Minister
- If the Prime Minister loses his/her office by a no confidence vote, founded guilty in a trial, is inactive for 7 days or ceases to exist or by resigning, he/she shall be substituted by the Minister of Interior.
- The new Minister of Interior must be ratified by the Council in 3 days. If this does not happen, a new Prime Minister must be elected.
RL-007
Ministers
- A Minister must be a WA Member nation.
- The duty of a minister is to assist and help the PM on issues while following the Constitution and laws of the region.
- The PM will ask a primary nation if he wants to become a minister. If the WA Member nation accepts the minister position, we will be formally appointed by the PM.
- Any WA Member nation reserves the right to accept or reject an offer given by the PM to be a minister.
- Ministers reserve the right to resign from a ministerial post at any point during their term.
- A Minister can be removed from his position by getting a no-confidence vote, by getting found guilty in a trial and convicted, by being inactive 7 days or by being removed forcefully by the PM under his discretion.
- Ministerial positions expire with the PM term limit.
- Any Minister reserves the right to resign at any moment of his/her term.
- A Minister who is running for the position of PM/WAD must resign from his/her duty of Minister if the candidature is successful.
- There are four Ministerial positions. These are:
- 1. Minister of Foreign Affairs
- Represents the CON in other regions concerning diplomatic issues.
- Will have the ability to search for other regions to see who we should establish embassies with and present them to the WA Member Council.
- See how our current embassies are.
- Will search new WA Members' past in other regions to see if they are convicted.
- 2. Minister of Interior
- Will be active in trying to make the region run better.
- Will try to solve disputes, wars and embargos between WA Members.
- Will count the votes of Resolutions, Non-confidence votes, and trials.
- Will assist the WA Delegate, when he/she needs in internal affairs and issues.
- Is the First at the Line of Succession of the Prime Minister
- 3. Minister of Law and Order
- Will assume the duties of Attorney General in a trial.
- Will ensure the region’s Constitution and laws are followed by every nation in the region.
- Will call a trial is a nation doesn't follow the Constitution.
- Will have a responsability in keeping everyone calm.
- Will also make efforts to solve disputes, wars and embargos.
- 4. Minister of Recruitment
- Will recruit new nations at the feeding regions.
- Must not recruit in the Rejected Realms.
RL-008
Regional Judge
- The Judge is to be elected and must be a WA Member nation.
- The Judge will serve a term consisting of 30 days.
- The Judge reserves the right to call a no-confidence vote against the PM/WAD or any Minister.
- The Judge reserves the right to call a Strike, Straight Ban, or Clean Slate trial.
- The Judge reserves the right to veto any proposals that he/she deems unconstitutional.
- The Judge reserves the right to resign at any moment of his/her term.
- The Judge can be appointed WA Delegate.
RL-009
The Founder
- CON's Founder is Defero Populus.
- He is the Counductor of CON.
- He will run the region fairly and efficiently
- And he'll help in guidding the region.
- The Founder can be appointed WA Delegate, and he can be elected Prime Minister.
RL-010
Trials
- The verdicts of trials are final and nations are obligated to follow the ruling.
- Verdicts apply to nations including all of his/her territories under his/her power.
- Trials are to be conducted and overseen by the Regional Judge.
- The Minister of Law and Order will assume the duty of the Attorney General.
- The Regional Judge may assign a WA Member nation of his/her choosing as Prosecutor in the trial.
- Trials are to last for 2-4 days. During this time both the defendant and prosecutor are entitled to the same allotted time to prove their case.
- Upon completion of a trial, a vote is to take place 2-4 days by the WA Member nations of the region that will consist of the jury in order to determine the outcome and fate of the player being tried.
- There are three types of trials:
- 1. Strike Trial - In order for a Strike to be given, a simple majority of votes (50%+1) must be in favor of giving a strike. Upon a nation receiving three strikes, he/she will be banned with all his/her territories under his/her power.
- 2. Straight Ban Trial - In order to ban a nation successfully, a majority of 75% or more of the votes cast must be in favor of a ban. If the nation in question is found guilty, he/she is to be immediately ejected and banned by the PM/WAD with all of his/her territories under his/her power. The term of time that the nation will be banned from the region depends on the ruling of the Judge.
- 3. Clean Slate Trial - It offers the opportunity for a nation’s record to be cleared of a ban or any number of strikes. 75% or more of the votes cast must be in favor in order for a Clean Slate Trial to succeed.
RL-011
Amendment Phase Law
- Every WA Member nation that presents a bill must do a 2-4 day modification phase (decided by the author of the bill) before the voting phase, so every WA Member nation can have to the opportunity to have saying, debate about the bill and/or recommend a something to be added or removed from the presented bill.
- The responsibility of the bill’s author is to set how many days will the modification will be in effect and he/she is entitled to add or remove anything about the bill after the modification phase is done, if desired.
- The author of the bill must present the final copy of the bill, with or without any modification.
RL-012
Entry of Convicted Nations Act
- Nations that have a pending trial, a condemnation of the WA Security Council, or have been found guilty of any offense in another region will be denied entry into the CON.
- All nations entering the region can be subject to a background check under order of the PM/WAD.
- The background check is to be executed by the Minister of Foreign Affairs.
- Any WA Member nation may present evidence highlighting any wrongdoing of the nation in question. Information may be presented publicly on the RMB or anonymously through government officials by telegram.
- The Regional Judge is to determine whether the nation in question is in violation of this law and subject to immediate ejection.
- The PM/WAD and/or Founder are obligated to follow the order of the Judge and eject nations in violation of this law.
RL-013
Voter Registration and Puppet Act
- Voter registration will ensure that no puppet nation will vote in an election.
- Only WA Member nations can vote in a PM/WAD and Regional Judge monthly election.
- For a WA Member nation to vote in an election, he/she will have to register first.
- To register, the player will have to write on the Regional Message Board the full name of his/her WA Member nation and list all of his/her puppet nations (including puppet nations that are in and out of the region).
- Set up of registration goes as follows:

RL-014
Embassy Act
- The Minister of foreign affairs is responsible for embassy management. This includes searching for new possible embassies, review of current embassies.
- At least once during the Minister of foreign affairs term they are responsible for one report on all current embassies.
- The Minister of foreign affairs is needed to approve the establishment or removal of embassies.
- The minister of foreign affairs's approval is not needed to remove or reject any embassies that fall under any of the following criteria.
- 1.The WA delegate of the proposed region has less than or equal to 5 endorsements.
- 2.Founder ceased to exist.
- 3.Has no WA delegate.
- 4.Is currently unstable region.
- The founder or WA delegate reserves the right to stop the closure of an embassy if the region in question does not fall into any of the above criteria.
RL-015
Repeal Act
- Only WA Member nations can repeal a law.
- A WA Member nation that wants to repeal a law must formally present it on the Regional Message Board.
- The repeal will go to vote and it must go for 4 days due to it is a possible removable of an established law.
- A 50%+1 majority of the votes is necessary for the repeal to be successful.
- If the repeal is successful, the law will no longer be in effect.
- This is not a MODIFICATION of the law; this is only a repeal of a law.
RL-016
Removal of Government Officials
- Only WA Member nations can cast a no-confidence vote against a government official.
- WA Member nations who cast a no-confidence vote cannot be punished for their actions in any way.
- A 3/4 majority of votes cast must be reached in order for the no-confidence vote to succeed.
- A nation removed by a no-confidence vote cannot run again for election in the current calendar month and the next calendar month.
- A government official cannot be subjected to a no-confidence vote within the first seven days of taking office.
- If the Regional Judge receives a recall petition calling for a no-confidence vote against another government official signed by 50% or more of the WA Member nations in the region, he/she is obligated to call a no-confidence vote.
- If a non-confidence vote against the PM/WAD succeeds, he/she is to be removed and replaced by the next government official in order of succession. This government official is to serve as PM/WAD for the remainder of the term.
- If a non-confidence vote against a Minister succeeds, he/she is to be removed and replaced by another WA Member nation appointed by the PM/WAD. This new appointed minister is to serve for the remainder of the term.
- If the Founder receives a petition calling for a no-confidence vote against the Regional Judge signed by 50% or more of the WA Member nations in the region, he/she is obligated to call a no-confidence vote.
- If a no-confidence vote against the Regional Judge is successful, he/she is to be removed and replaced by the candidate who placed second during the previous elections. The substitute Judge is to serve for the remainder of the term. If there is no second place player to fill the role, new elections are to be held.
RL-017
Trial of Prime Minister/WA Delegate, Ministers and Regional Judge
- Every WA Member nation with a strike or convicted cannot be a candidate for PM/WAD or Regional Judge or be appointed Minister.
- If a PM/WAD gets a strike or is convicted during his/her term, he/she is to be removed and replaced by the next government official in order of succession. This government official is to serve as PM/WAD for the remainder of the term.
- If a Minister gets a strike or is convicted during his/her term, he/she is to be removed and replaced by another primary nation appointed by the PM/WAD. This new appointed minister is to serve for the remainder of the term.
- If the Regional Judge committed a crime, a no-confidence vote must take place immediately. If it passes the Regional Judge is to be removed and replaced by the candidate who placed second during the previous elections. The substitute Judge is to serve for the remainder of the term. If there is no second place player to fill the role, new elections are to be held.
- If a convicted WA Member nation or a WA Member nation under strike asks for a Clean Slate Trial, and the Clean Slate Trial passes, that WA Member nation may become a candidate for PM/WAD, Regional Judge or be appointed Minister again.
RL-018
Electoral Process Act
- Only WA Member nations can vote in an election.
- Only WA Member nations that have 5 or more endorsements can be candidates to run for the office of PM/WAD or Regional Judge in an election.
- Only candidates that present a platform will be on the ballot. Any candidate that fails to present a platform before the election will be automatically taken out of the ballot.
- WA Member nations can present their candidacy for office beginning the 20th day of the PM/WAD’s term and will have until the 23rd day. At this point the period for announcing candidacy will end, and all announcements past this day will not be valid.
- The next 2 days (24th and 25th day of Delegate’s term) will be for the presentation of the platform and answering any questions WA Member nations may have.
- The first round of voting will start on the 26th day and last until the end of the 27th day (2 days). The next 2 days are reserved for the second round of voting, should it be necessary.
- WA Member nations will have up to 24 hours before the beginning of the first round of voting to register to vote.
- Voting shall be in the format of a preferential vote. The vote will use the Borda count method for the first round. If no nation receives over fifty percent of the votes, then all except the top two candidates will be eliminated and the remaining candidates move to the second round of voting. The candidate who receives the majority of the votes in the second round is the winner of the election.
- The new PM/WAD-Elect and Judge-Elect will be recognized as soon as NationStates makes it official, and will serve for an entire term (30 days), beginning from that moment.
- WA Member nations who vote in the election but do not endorse the newly-elected PM/WAD during the first 10 days of his/her term will lose their voting privileges for the next elections and be considered under high levels of suspicion.
RL-019
Anti-Political Party Law
- Any kind of political party within and/or associated with the region is prohibited.
- If any nation creates a political party within the region, the nation (including the rest of his/her puppet nations under his/her power) will be sent into a Straight Ban Trial immediately. The political party will also be unrecognized and will be banned.
- Any nation within the region that is associated with a banned and/or unrecognized party will go to a Straight Ban Trial.

RL-021
Modification of Laws Act
- A Modification of a Law can be called by each WA Member.
- Modifications are not a repeal.
- The Modification Project must be posted by the author and must be at a Special Amendment Phase. The Amendment Phase can be from 1 day to 3 days.
- After the Amendment Phase finishes, a Special Vote is called. It must be done in 2 days.
- If the Modification passes with a majority of 50% + 1 of the valid votes, then the Modification becomes law.

Diplomatic Relations Act
- The Diplomatic Relations are defined as the High Level relations between two Countries.
- A Diplomatic Relation implies in: the mutual Endorsement, and in the exchange of internal Ambassadors.
- Diplomatic Relations may be broken Unilaterally or Bilaterally.

Free Trade Act
- WA Members can establish Trade Accords with every WA Members of CON.
- WA Members can set an Trade Embargo on other nations.
- WA Members can create a single currency.

Split of Minister of Interior and Recruitment
- Hereby splits the Minister of Interior and Recruitment.
- Creates the offices of Minister of Interior and the Minister of Recruitment.
- The Ministers' functions and responsibilities are written at RL-004.
RL-025
Creation of the International Sovereign Territory of Confederation of Nations
- It creates the International Sovereign Territory of Confederation of Nations.
- The International Sovereign Territory of Confederation of Nations will be located at the former Territory of Valtorga.
- The International Sovereign Territory of Confederation of Nations will serve as the Capital Territory of Confederation of Nations.
- In the International Sovereign Territory of Confederation of Nations, will be built the Confederation of Nations Palace where the meetings between the WA Delegate and his/her Ministers will be held.
- In the International Sovereign Territory of Confederation of Nations, will be built the Confederation of Nations Council Palace. There, the WA Members' governments will vote the proposed Regional Legislation and discuss the WA Resolutions.
- In the Regional Defence Council Palace, regional defence will be discussed by the WA Members' Heads of State and Government. Internal Conflicts will be also resolved there.
- The Regional Justice Court will be located there. It will be the place where the Regional Judge will judge the Strike Trial, and the Straight Ban Trial. It will also judge cases between individual persons and their Government; and territorial disputes.
- The name of the Capital City of the International Sovereign Territory of Confederation of Nations will be chosed later by the Members of CON by election.

Creation of the Regional Defence Council of Confederation of Nations
- Creates the Regional Defence Council of Confederation of Nations.
- Regional defence will be discussed by the WA Members' Heads of State and Government.
- Internal Conflicts will be also solved there.
- Military Interventions and other embargos will be executed by the Defence Council as aproved by the Regional Council.
- The President of the Regional Defence Council of Confederation of Nations will be the Prime Minister.
